Budgetary Review in Railway RE/BE Review and FME Review

The RE/BE Review is the first budgetary review of the financial year. It takes place around September.

In this review:

• The railway zones calculate and revise the estimates for the current financial year (RE). For this, they consider the actual expenditure of the first 5 months (April to August) and prepare estimates for the remaining 7 months (September to March).
• Simultaneously, they prepare Budget Estimates (BE) for the next financial year, based on planned works, new projects, expected income, and operational expenditure.

The purpose of this review is to get a realistic picture of how the budget is being utilized so far and to adjust the figures for the rest of the year. It helps in identifying:

• Underutilized funds that can be reallocated
• Areas where expenditure is exceeding estimates
• Upcoming projects or works that need budgetary provisions in the next year

This review also acts as the base for the Central Railway Budget, which is presented in Parliament. All zonal railways send their RE/BE data to the Railway Board, which then consolidates the figures.

By September 2025, they conduct the RE/BE review.

So, the Revised Estimate (RE) for 2025–26 will be:
₹5,000 crore (Actual) + ₹7,000 crore (Estimated) = ₹12,000 crore

While preparing the Budget Estimate (BE) for next financial year 2026–27, they consider:

• New projects (e.g., doubling of tracks, electrification)
• Expected increase in fuel prices
• Projected passenger & freight income

Suppose they plan for ₹14,000 crore for 2026–27 based on these projections.

This RE/BE data is then sent to Railway Board, which consolidates all zonal figures to prepare the Indian Railways Budget.

In this stage:

• Zonal Railways analyze the actual expenditure of the first 9 months (April to December) and prepare estimates for the remaining 3 months (January to March).
• This review allows the railway administration to make final modifications in budget allocations.

It ensures that:

• Any remaining funds can be diverted to works that are progressing faster.
• Excess allocations can be reduced where spending is less.
• Budget utilization targets are achieved by the end of the financial year.

FME gives a clear and final financial picture for the year and ensures that no unnecessary surplus or shortfall remains unaddressed.

By January 2026, they start preparing the FME.

• Actual Expenditure for April to December 2025 (9 months) = ₹8,000 crore
• Estimated Expenditure for Jan–Mar 2026 (3 months) = ₹2,000 crore

So, the Final Modification Estimate = ₹8,000 + ₹2,000 = ₹10,000 crore

Now, during this review, they find that:

• One bridge project is delayed, so ₹300 crore remains unutilized.
• Another electrification project is ahead of schedule and needs ₹300 crore more.

Through FME, they reallocate that ₹300 crore from the bridge project to the electrification project — ensuring no budget is left idle and priority works get completed.

Important Note – ARE (August Review Estimates)

Note: ARE – August Review Estimates are dispensed from 2017–18 year onwards.

Earlier, Indian Railways used to conduct a third review in August called ARE (August Review Estimates) to assess the financial situation after the first four months. However, from 2017–18 onwards, this practice was discontinued.

This was done to simplify the budgeting process and avoid duplication of efforts, since RE/BE in September was already covering similar ground.
