पहले भारत में 29 अलग-अलग श्रम कानून (Labour Laws) लागू थे। इन कानूनों के कारण नियम, रजिस्टर, फॉर्म और रिटर्न बहुत ज्यादा हो गए थे, जिससे Railway, PSU, Factory, Contract Labour जैसे बड़े सेक्टरों में अनुपालन (Compliance) कठिन हो जाता था।

सरकार ने इन सभी कानूनों को 4 Labour Codes में समाहित कर दिया।
